Yes, I have seen this done on a couple of "modern" vsr's, one had made up a saddle with flat platform and bolt adjuster head, so he does'nt have to remove his scope, just don't think it would look good like that on a ww2 lookalike, although the grub screw adjuster idea could be covered by...

Try one of the 12g-shaped green gas mags, and see what it chronos then? Might be closer to 350FPS that way.

I think your biggest safety concern with wood = what happens if there is an accident, and the blade snaps, and someone gets a faceful of wooden splinters? How good is the Wingun carbine? I have one of the WinGun carbines myself, just looking for a long M1891 now to drop it into. One can never have too many reliable bolt-actions! (especially something as versatile as a long Nagant)

Buy yourself the WinGun M44 Carbine, and drop those internals into the long stock and fittings of the M1891. Gives you a solid CO2 bolt-action with a reliable magazine system.
