When you say officers Belt I asume you mean the brown 2 pronged bucle thing. If so then yes,
Breadbags should have 2 buttoned down flaps to go onto the belt, with a metal hook on another piece of fabric between the two that clips onto the belt. If you dont want your breadbag to move around, crimp the metal hook onto the belt with a pair of pliers.
Late war breadbags are slightly different (loops, not buttoned down flaps)

Looks like a rifle sling to me. Definitely not an MP40-specific sling. But as long as it fits alright, it shouldnt go too bad.
