Does anyone know how to make water transfer decals more permanent - I put one on & it already wants to flake off

I used 2 or 3 coats of Gamesworkshop clear spray varnish. semed to work for me

Did you spray the whole helmet? & if you just sprayed round the decal did it leave any traces?
