I have wondered about people who have owned airsoft items for years before 'the bill' was enacted, some items came out in 1997, how do those people justify ownership??

They don't have to. I believe that it was only purchasing RIFs that was restricted, anything you possessed when the VCR was enacted should be okay.

Yes, is is perfectly legal to own RIFs, whether before or after the Act, which only concerned itself with selling, manufacturing or importing - and buying if you are under 18.
