What was the prevalence of Sten's on the Ostfront, for interest's sake?
Well the polish made their own version for their resistance fighters. But further east than that I suspect they were much more scarce.
Polish SMGs, be their Sten variants or own designs (like BÅ‚yskawica) wouldn't make it into Soviet civilians' hands.
Wiki claims some small number of Stens were sent to Soviets as part of the Lend-Lease and those were passed on to the partisan soldiers. It is very unlikely a Sten would be owned or used by a workers militia fighter.
I myself intend to use a "captured" Luger as the only weapon.

Correct, on our SA WWII forum I put it forward as an Urban based, ex-middle class type person. Maybe the misplaced ex-mayor.....I'm also to "well built" to be a rural underfed farmer etc....
It was my impression that in occupied Europe the rural population was generally better fed than the Urban population. It makes sense to me since it is the rural population that produces the food, and they will inevitably always be able to stow some of it away for themselves. On the other hand, the urban population could have no more food than what the rationing system prescribed. Of course a well-to-do urban citizen might have the extra funds to buy food on the black market.
