Can someone just comfirm that the little rectangle of red felt on an inf arms of service strip is the same texture/type as that on rank pips or crowns?

The Osprey book on British Battle Insignia lists the infantry arm-of-service strip and officer rank device backgrounds as both being "scarlet". Dunno about the material but it looks like plain felt from the photos. Strips are all 2 inches by 1/4 inch. Whether they were sewn directly onto the battledress or onto a rectangle of serge which was then sewn onto the shoulder (or a mixture of both) varies from Regiment to Battalion to individual soldier as far as I can gather from the book.
