Should they be blanco'd or left as-is?

Yep you only blanco kit issued to yourself (webbing, anklets, belts etc)
Anything that issued from central stores stays 'raw', stuff like bino cases, bandoliers, bren valise, auxillary pouches etc as this would be issued you for a job or mission and returned later.
