Yes, 5pm sounds fine - hopefully by then we will have finished down the tunnels so we can turn our attention to players arriving and getting everyone sorted. As last time there will be no adventuring beyond the safezone until game on 
If that is completely impossible then earlier arrival is OK, just expect to be very bored waiting around! I'm guessing many will be out and about at museums/Sabre anyway - daylight will be good way past 7pm so your shouldn't miss the entrance in the dark - CiA signs will be at the roadside.
