It looks very similar in shape to the British home-front/civil "Zuckerman" helmets, but they were a little taller looking and their liners were laced into them (holes around the side of the helmet where the lace passes through are a give away). It could be an old post-war Dutch civil helmet, which utilised the same British shell (British surplus), but had surplus Dutch WW2 helmet liners riveted in.

EDIT No.2: Also, just a note that the holes for the liner lacing weren't positioned to a standard. some has the lacing quite high up, while others had it far lower near where the dome flares out to become the brim - it all depended on who manufactured them!

Yes, more-so than finding a liner for a Brit' military helmet. You could borrow someones and make a copy? Or pick up another at a flea market or similar to copy from, they're usually cheap enough to buy.
