It looks to be a prototype light assault vehicle based on an Archimedes Screw Tractor.
A few contries, mainly Britian and Russia did a lot of test and development into this type of drive train in the '20s and '30s. They'd travel across grass, mud, snow, and even water (if buoyant enough!) with ease. Looks like the Germans thought it'd be useful for military vehicles too...

Its what was used in Jacboots on Whitehall to dig the Tunnel :giggle:
