Query on equivalent awards between nations

Martin the Medal for Courage and Military Merit/Service are two different medals.

I've always thought you can't just compare on numbers issued as high intensity ground combat generates more opportunities for medal winning by its very nature. It's about what you had to do to earn it e.g. my understadning is that both the Knight's Cross and the Hero of the Soviet Union could be awarded to officers for successful missions/campaigns which the VC isn't.
