I have taken the plunge and ordered a M43 SS uniform set from Militaria.net,
I aim to have a generic look without any particular division in mind.
My question is should I buy a blank cuff title strip or just leave the sleeve blank?

Leave it plain. There is plenty to suggest that cuff titles were not universally worn especially in the later periods suited to your M43.
Some units seem to have used the carrot and stick approach. You dont get the title until you earn it.
It would probably be incorrect for a Sturmscharführer not to wear one but so long as you are not blinged up with all the combat awards and Iron cross ribbons you will be fine.
