Someone i know has decided they want a p38, not for airsoft, just for displaying
they have a UKARA could they import one of theese?

UKARA is only related to buying airsoft guns from UKARA scheme members, so not appropriate.
The sale of RIF's is governed by the VCRA, so you would have to be over 18 and have proof that you have exemption from the Act by being a reenactor (or other category allowed for). Just 'wanting one' isn't sufficient to qualify for exemption, nor collecting, nor just to stick on a wall. Membership of AFRA would be appropriate as possible proof of defence of being an active reenactor, among others.
You can't import a RIF without a valid defence, no matter what Zib might say! You risk impounding by customs at best, prosecution at worst.
The person wanting the p38 has a UKARA defence and has used it to import Replicas before, i was just wondering if customs only allow people with an Airsofters defnece to import Airsoft or if it can apply to non firing replica such as this one.
also Zib say on there items "cant be shipped outside of germany" it dosent say that on Deacts or replicas just friearms parts from what i have seen.

You can't use an airsofter's defence to import a non-firing replica but you can use a reenactor's defence.
It isn't illegal for an overseas company to send you a RIF, whatever you may or may not claim, it is no skin off their nose and they have had your money. But it is illegal for someone to import a RIF without a defence and the buck stops with you, for it is the importer who is breaking the law.
Why not just get one from SOF and "age" it yourself? Zib is a bit of a tool to be honest. Save yourself some hassle and order from the UK (the product code is TC560 and it's £60). Of course, you'll still need to prove your exemption under the joke that is the VCRA.

Cant cycle the action and they arent metal, also Zib has other cheap uniform items i was intested in, so thought i could combine the order.

The SOF ones are made from metal, but not gun metal, the same as Zibs. They can also be cocked and dry fired like Zibs. I would imagine they're the same Denix replicas for both companies. You won't be able to cycle rounds through either, as the chambers are blocked.

Wether he buys from SOF or auntie Celias Puerto Recan black cheese gun shop, he needs to avail himself with a suitable defence for them to sell to him or he to import under the VCR Act of 2007.
