Well its not a victory revolver anyway... its just a post war M10.
The barrel is the post-war heavyweight version rather than wartime tapered one and I think the Victory version had an extra inch of length... 
The bit you're talking about looks removable from the pics though doesn't it... and those grips look like they could be replaced with nice real wooden ones.

You should be able to remove it.
I had a very similar revolver, and all i needed to do was take of the pistol grips and the thing just comes off. Then you can just screw the pistol grips back in place
