Basically no. I share your level of technical ability; for me, just getting a battery in the gun is an achievement.

There is no kit's as Steiner said - your best bet is to look through the threads on the custom rifles that players have built.
You'll get an idea of what is involved and also information on several routes that can be taken to build your custom rifle.
As for having/not having the skills - it may be possible to get someone to build your custom on commission, but that obviously would up to the custom builder to agree to take on your project.
