The bottom part slides over the belt and the shoulder straps slot into the top connectors.

If on the belt part you simply push the middle, prong up and out of the way, push a fold of belt through the buckle, bring the prong back down through the loop and then pull the loop tight, it 's on.
It turns out to be the easiest bit of webbing to attach to the belt.
