I don't imagine so. How permenant it is will depend upon the paint used. Why would you want to paint it black though and what does it have to do with Brit kit?

It could be one of the Zinc repros?
You can paint it blue, never heard of them being blackened though.
Morigi does an prepainted zinc buckle. We all know that if a dealer sells it it must be correct, right.
