Just pin it in place, centred over the button and sew around the edge?
HBT is work uniform so dont worry about being anal with the stitches, though if you must wear an officer quality eagle then they would get it done with some skill.
It is much easier to sew if you keep the eagle clear of the pocket but it is not unknown for the wreath to cross onto the pocket flap. If you chose this option you just need to remember only to sew through the pocket flap.
