Should I wear cuff title, arm eagle and collar tabs on a Dot camo suit? I read that these were issued as a uniform rather than an over suit or smock so that troops would only need one set of clobber.
Also, if I'm going for an 'old sweat' (but still a ranker) impression, are jackboots acceptable?

Although photos show all sorts, in the main I would suggest arm eagle only.

You've got nothing to ein, zwei, drei, vier
arm eagle insignia as the 'maximum', but i wear mine insignia frei - no jackboots either, low boots and gaitors
Only national eagle and subdued rank was authorised for wear with it.
Shoulder boards were often put on it but its unofficial.
Combat awards should not be worn on it and definatley not cuff titles.
With dot44 less is more.
to quote robin lumsdens 'ss regalia'
On 1st march 1944 a camouflage version of the drill uniform was introduced for both field and working dress... It could be worn on its own during the summer or on top of the standard field uniform in cold weather. Only the eagle and swastika and special rank badges were intended to be worn on the left sleeve of the tunic but shoulder straps and other insignia were also occasionally seen.
Between Nov 44 and 15 mar 45 distribution ofthe uniform was suspended because of intolerable losses during the winter months."

And mine has no insignia on it at all.
Jackboots are very rare by 44 but you occasionally see some guys with them, i've pics of 2nd panzer in normandy and some of the very young looking new lads have them, thing is germany was very short of leather so they were simply not economical to make anymore.
Best stick to low boots with dot44 as advised, you might find the odd pic of a guy in 44 with jackboots but for that 1 pic their will be 100 in low boots.

Yep, dot pattern should really only be worn with a sleeve eagle and maybe shoulderboards. IMHO, it looks better with low boots and gaiters than jackboots anyway. Dot also looks great if it's mixed with feldgrau. If you were to wear, say, a dot tunic with feldgrau trousers, you'd get away with wearing jackboots as well. Rank is a definite no-no on dot pattern kit.
