how long before someone makes one up? After all the British lifebuoy would be an ideal model to base it on-get the Dragon Ned Burns figure for inspiration and a twelth scale model of real thing and then build up from there.
As to ammo -dry peas or beans?????? After all you can eventually get a flame from them.... 
Use a modified cordless garden blower and some sort of hopper for BBs . I expect Oddball could knock one up for the Tetrach in 2 ticks . 
They are only any good for CQB as most springer pistols will outrange them and as accurate as a peashooter.
