Thinking out loud you could also introduce a small rogue civilian element into the mix for the evaders to link up with....might be a bit boring for them though.
I think a civilian element would be good, you could have resistance workers drawing the Germans off in the wrong direction, setting booby traps, then the Hunters would have to tread a little more carefully...make it more interesting and immersive knowing that they could get caught in a resistance ambush at any moment.
