I weigh less than you, poss have a smaller waist and am shorter (I'm also female but we'll omit that detail) and I have a small belt that fits fine 
and didn't have problems getting it (albeit it I can't for the life of me think where mine came from poss mil net)
Maybes you need to visit a dealer at a show and try a few to get a small that is actually what it is labelled as ? Events like war and peace have an array of dealers and will have an array of sizes where you will be able to find one that should be a better fit. Only other option I can think of would be altering it, but you'd need someone with the capacity to restitch the leather work.
I do have problems mind with the waists on trousers as the smallest they cater for is a 32" waist which is too big for me
