[Sticky] Closed Areas

Soviet players who have passed the scrutiny of the Directorate of State Affairs now have entry to a closed administrative area, where tactical and other operational aspects will be discussed.
Likewise, German players who have passed the scrutiny of Department A of the Geheime Staatspolizei will have entry to their own closed area.
