You're free to choose your own names and background within reason (and that looks great).
We learnt a lot about civlians form Lightning, and where lightingi worked very well at times it did also border on 'allo allo' farce at times (but never got entirely ludicrous).
To that end each civilian or german engineer on the day will have a 'job card'
This tells you your role in the facility, where you have to be at certain times. How often certain tasks have to be undertaken etc.
For example you might be the 'pressure valve technician', its your job to make sure the pressure on the water unit never goes above a set level, you have to check this every 15 minutes, if it does you may be required to go to the valve room and sor tout a piece of machinery etc.
As far as allegiance goes.
All German engineers obviously support the garrison.
90 per cent of the other staff are either wholly neutral or quizlings... one or two brave souls might decide to help out the allies but if they get caught doing so the repercussions would be immense so its unlikely.
Should a civilian find themselves for some reason armed and seen fighting for the allies they will be spending the rest of the battle on that side (no role rotation like at lightning.. it just didnt work) but remember the Royal Engineers plan to get a submarine home... there probably wont be room for you and your family on it.
Each job card, that you keep for the day will also have *some* character motivation on it that may or may not directly affect the battle. For example, while its unlikely to say that you're out to sabotage the facility or kill a german, it may say that you should play the character as lazy, incompetent, over zealous, jobsworth etc... misdirecting a soldier (intentionally or accidentally) could be as damaging to that side as a bullet!
That gives you the freedom to help or hinder a side by your actions in a sort of passive aggressive way.
