I'm having annoyances with an E-bay vendor based in Germany.
Annoying because he doesn't take PayPal. Annoying because an international currency transfer costs £20 (for £22 of Euros 
) and trebly annoying because he now says he hasn't recieved any funds after almost three weeks. All my bank can do is confirm that the payment was sent and hasn't been returned.
Any suggestions?

I had just the opposite luck with a German deal last week.
I thought I would need to get help with having stuff shipped. I have friends in Germany I can call on. The listing was 'ships only to Germany' but they did take paypal. 
When I asked for a total they sent a total inc shipping to UK. 
sad yours isnt going so well.
There must be some check your bank can do to see if the money went into his account, you paid them what is a serious amount of money for their services when you think we are 'in' Europe.

This fella has an extremely good vendor feedback score so I don't think he's trying to pull a fast one.
I've had some great bargains from Germany,but they can be a pain in the arse,they either don't take paypal or they don't take credit cards or the cost of a bank transfer negates the bargain.
I generally get german friends to bid for me and I pay them,on the plus side postage is never expensive and it usually gets here quicker than uk vendors.
Im having an issue on Ebay with a German dealer who has been excellent before. A box has gone missing his end and Im struggling to get him to find out whats happend. Ive got an open case on ebay and if things go south will post up the vendour. As I say he has been excellent in the past but his communication is appauling. 7 days worth of messages, no reply! 1 message from ebay and in 2hrs a response Ill let you know who we I get on.
The pisser on this is they have so much cool stuff you cant get here or its silly money

This has now resolved itself. After some inter-bank communication he's "suddenly" found that the money did arrive after all 
thank funk for that !!
